"Madam President, the question that Mrs Romero López was just asked was obviously very fundamentally important. This is precisely why we are seeking to establish minimum procedural standards to enable us to have confidence in other Member States where the extradition of someone suspected or accused of a crime, for example, is concerned.
I wish to thank the rapporteur for her excellent teamwork with all our shadow rapporteurs. Most important of all is that we now have a directive which must guarantee that everyone has the right to understand the authorities and the proceedings in a court of law and to be understood in such situations, which is one of the basic preconditions of the rule of law.
I would also thank the rapporteur for taking the trouble to find solutions to help us surmount certain problems that various Member States have owing to different judicial cultures. It is, of course, regrettable that it will be 36 months before the directive enters into force. Nevertheless, I think that we will have to accept this outcome, because in any case it is one which, in terms of its content, allows us to move forward."@en1
