"Mr President, I should like to start by congratulating the rapporteur on his very comprehensive report. The Union for the Mediterranean may make a decisive contribution towards the creation of balanced Euro-Mediterranean relations and towards strengthening trust between countries in the area. The Mediterranean should be an area of peace, stability and security, where democratic principles and human rights are fully respected. There are social and economic differences between Mediterranean countries. The challenge is even greater as a result of the economic crisis. It is to achieve real rapprochement between the Union and Mediterranean countries through growth, cooperation and trade. Energy security, combating climate change and the maritime environment are also areas in which close cooperation is required.
The Union for the Mediterranean is not, of course, the framework for addressing regional conflicts. However, cultivating a spirit of cooperation, political dialogue and joint efforts to meet specific targets will help enormously in building up trust, which is needed if viable solutions are to be achieved. However, in order for all this to happen and for the Union for the Mediterranean to succeed, suitable financial resources are needed and this time we must not be neglectful."@en1
