"I warmly welcome this proposal and its three principal objectives: guaranteeing quality and security for patients at Union level, ensuring the protection of donors and facilitating cooperation between Member States. In general in the EU, there is a broad social consensus on the donation of organs for transplantation. However, due to differences of culture and tradition, and also in the system of organisation, there are different approaches to this issue within the Member States. I would stress that although the directive is aimed at maintaining or attempting to achieve harmonisation between quality and security measures, it should not create an extra administrative burden for Member States. Rather, it should have a sufficient margin of flexibility for it not to jeopardise good practice already in force. The proposal for a directive establishes common, binding standards of quality and safety for organs of human origin to be transplanted with the aim of guaranteeing a high level of protection for health throughout the EU. I endorse the Commission’s view that, in principle, organ transplantation programmes must comply with the principle of voluntary and free donation. Organ donation must always be free and protected from any potential commercialisation."@en1
