"Mr President, Commissioner, ladies and gentlemen, I have listened a great deal today and it has been quite useful, but I also have to draw your attention to a matter that I consider to be important. We shall not succeed, in my opinion, by locating all this strategy in the context of a market that is today out of joint, subject to continuous speculation, and in deep crisis. As we discuss Europe 2020, we need to bear a situation of this type in mind. I would divide the discussion into two parts: first, the market must serve the real economy, and not vice versa; second, I believe that Europe must be the locomotive for this economy. As far as the first part is concerned, it has been much discussed, and it is high time that we set up a hedge against this market, so that we do not have to depend on anyone at all, but what is important is the locomotive, and for the locomotive to pull, we also need the means. Let us have the courage to change this budget, let us have the courage to take responsibility for setting up a significant fund to serve as a financial hedge, but especially one that can get the TEN-T, TEN-E and E-TEN networks going. This is the locomotive that we must bring into play, and to pull the real economy, we also need the private sector, through the PPP mechanism. That is the task, Commissioner, which we must tackle immediately, because the crisis is not over, the crisis is with us, and we must make this strong push right now."@en1
