lpv:translated text	"Mr President, the European Cohesion policy has demonstrated its vital role over the years and has become a key policy for the Community. It provides European citizens with a visible, quantifiable indicator of solidarity. Its role is also recognised through its inclusion among the objectives of the Treaty of Lisbon. All of this earns its rightful place in the Europe 2020 strategy. In the draft strategy, this policy was not given its necessary place. This is why I highly rate the report on including the Cohesion policy among the objectives to be achieved by the Treaty of Lisbon and the 2020 strategy, which provides invaluable guidelines. We also need a strong Cohesion policy at the moment when the economic crisis is reducing the number of jobs and weakening our competitiveness and in the future too, so that we can confirm the European Union as being a strong global player. Reliable benchmarks are needed for indicating the effectiveness and efficiency of the resources invested in this policy. As it states in the report, an assessment is required of the impact of the Cohesion policy’s expenditure on regional development, based on specific indicators. In order to determine evaluation indicators, the Commission should consider and propose a clear definition of the concept of ‘territorial cohesion’ because this is precisely what appears in the Treaty of Lisbon. Objective, precise evaluation criteria can only be established after considering the definition of the actual concept. This will provide a concrete basis for the policy, as well as for institutions and citizens."@en1
