"Launching the EU 2020 strategy intended to harmonise the Member States’ economic and employment policies in accordance with common principles is perhaps the most important task facing us. I welcome the fact that, in addition to the aspects concerning a sustainable social market economy, environmental protection and innovation, the strategy also places great emphasis on the fight against poverty and exclusion, in other words, on strengthening social cohesion, a prerequisite for the abovementioned aims and one of the basic pillars of the Spanish-Belgian-Hungarian Trio Presidency’s programme. I consider it an important step forward that the European Commission has, in the second half of its integrated guidelines on the strategy, set out ambitious, quantitative targets in this regard. Two of these targets are that 75% of the working-age population should be employed and that the number of people living below the national poverty line should be reduced by 25%. For the purposes of monitoring and verifying progress in meeting these targets and an assessment of the struggle against social exclusion, it is worth considering the ‘Laeken indicators’ adopted by the 2001 European Council at Laeken, along with their components that have, in the meantime, been expanded and defined in greater detail. The Laeken indicators provide a detailed, reliable image of the position occupied by various social groups in certain segments of public life. They have been used successfully in the past few years by numerous EU institutions, including Eurostat."@en1
