"Although a favourable vote on this report is merely a formality, since the implementation of the Treaty of Lisbon required some adaptation of the legal basis and delegated acts, I would still like to highlight the importance of energy efficiency in the building industry when it comes to achieving the EU target of reducing energy consumption and CO
emissions by 20%, and to increasing energy production from renewable sources by 20% by 2020. As we know, achieving energy efficiency and emission cutting targets in urban centres depends chiefly on improving the energy efficiency of existing buildings, and those under construction.
I still believe, however, that the directive sets very ambitious targets that local administrations will struggle to achieve unless they are given financial aid, including EU aid. I am thinking particularly of the huge amount of energy recovery work required in existing building stock, such as social housing, where energy renovation (which would help families to cut their utility bills) will require a significant financial commitment by local authorities."@en1
