lpv:translated text	"Madam President, ladies and gentlemen, the opportunity offered by the Stockholm Programme is definitely an important one: a high number of positive actions that the Commission must implement, carving out a real common space for freedom, justice and security. Achieving these aims, however, requires a method of cooperation between European institutions, and between these institutions and the Member States, which are an indispensable instrument of true cooperation. Issues such as the regulation of migratory flows according to objective criteria of fairness, the dignity of people in today’s overcrowded prisons, the welfare of those who are rehabilitated after drug addiction, the revitalisation of agencies, the opposition to organised crime at cross-border level, make this genuine cooperation truly necessary. The activities of our Parliament are obviously centred on this challenge, and also provide strong and definite stimulus for the Commission and other Community institutions, as well as for Member States."@en1
