"Madam President, the directive we are debating today will concern more and more people over coming years, as medical technology and genetics progress. We literally cannot forecast today the number of transplants that will, at some point, be covered by this directive, which may become much more important than we imagine. That is why it is very good that the text has solid foundations based on altruism and voluntary donation and requires the Member States to adopt very strict procedures for the whole endeavour. However, one drawback of the compromise on which we will be called to vote is that it waters down controls in comparison with the text we initially voted on, saying that there will either be a control or an ‘audit’, whereas the initial text made provision both for control and evaluation of organisations which will carry out transplants and provide organs. This is a weakness and I hope and believe that it is not serious. However, I consider that it is important to point it out, because transparency is the key to the issue of transplants."@en1
