"The construction sector is one with tremendous energy saving potential. The sector is responsible for 40% of energy consumption and 35% of total greenhouse gas emissions. Improving the energy efficiency of buildings is the most effective way of reducing energy consumption and emissions. This agreement deserves our full support. By 31 December 2020 at the latest, all new buildings must be nearly zero energy. All public sector buildings must achieve this two years earlier. Minimum energy performance requirements will even apply from now on when older buildings are renovated. Nearly zero energy buildings are buildings with very high energy performance. In addition, the negligible or very small amount of energy they consume should originate, to a very large extent, from renewable energy sources. It is to be welcomed that the directive devotes attention to the provision of funding instruments to enable this transition. The Member States must draw up a list of measures for achieving the objectives of this directive by 30 June 2011 at the latest. Finally, the Commission must assess the functioning of the directive in good time; that is, by 1 January 2017 at the latest. This directive represents an important contribution to the fight against climate change."@en1
