".
I was rapporteur for the Environment Committee’s opinion for this report, and I am acutely aware of the potential for the ICT sector to deliver considerable energy savings in the European Union, particularly in buildings and the transport sector. But we must also bear in mind the effects of the so-called ‘digital divide’, which can be seen both within and between Member States. It perpetuates social and economic inequality and it reduces the capacity of ICT to deliver wide-reaching benefits in terms of energy efficiency. The importance of access to high-speed internet for everyone is paramount. Member States, with the assistance of the Commission, should make more efforts to roll out the necessary infrastructure to ensure that all European citizens and businesses can benefit from the available technologies. This would directly address the inequality and injustice created by the digital divide, and is the only way to ensure that the energy-efficient potential of ICT is fully realised."@en1
