Information and Communication Technologies (ICTs) play a part in a prosperous and competitive economy, and help to cement a more environmentally friendly, democratic, open and inclusive society. ITCs allow efficiency, helping towards sustainable growth, and so contribute to the objectives of the EU 2020 strategy. There are major disparities between and within the Member States in terms of potential public access to broadband at the moment. We urgently need to build a digital single market for services that prevents fragmented rules and contributes to the free circulation of digital services and
commerce. An ambitious digital agenda and a universal action plan must be adopted, enabling Europe to progress towards an open and prosperous digital society offering all citizens economic, social and cultural opportunities, and paying particular attention to rural areas. I would stress the importance of offering all citizens ubiquitous and high-speed access to fixed and mobile broadband. National and European funds should be used to ensure that all EU citizens have access to broadband Internet at a competitive price by 2013."@en1
