"Mr President, the European Union is founded upon respect for human rights. It is, in fact, one of the finest aspects of the institution. It is just that I have the impression we are building these human rights exclusively for our own citizens. Mrs Beňová and Mrs Wikström have spoken about this. However, I have the impression that we are neglecting what Mrs Hautala spoke about, and by that I mean efforts to propagate human rights outside the EU. It is my conviction that the European Union lacks commitment in this area.
It is with hope that I welcome the European Union’s accession to the Convention, because this gives the opportunity for a certain consistency of the system of rights and the protection of human rights in the European Union. It should be borne in mind that when creating new rights, other freedoms should not be curtailed. This is, of course, a subject for philosophers and theoreticians of law, but this tension between rights and freedoms does exist. In view of this, both legislators and, later, the judges who enforce the law should be aware of this."@en1
