". The history of the Lisbon Agenda has proved that fine ideas and principles are not enough: the key action is to implement the measures proposed. Unfortunately, the economic and financial crisis has dovetailed with the end of the Lisbon Agenda. Nevertheless, I believe that it would be wrong of us to lay the entire responsibility for the failure of this programme on the crisis, without attempting to see where the European Union has made mistakes in the implementation process. The lesson learnt will perhaps stand us in good stead for implementing the forthcoming EU 2020 strategy. I think that we have important Community instruments for implementing new strategies, by which I am referring primarily to the cohesion policy. However, the point must be emphasised that we cannot abandon the objectives of the cohesion policy to redistribute funds in order to achieve the implementation of the EU 2020 strategy. This would be a mistake entailing severe consequences for the Member States which need these funds to bridge the development gaps which separate them from the other states. It would result in the failure of the cohesion principle at European level."@en1
