I then asked him the question: how can one possibly come up with a new strategy without analysing the failure of a previous one? Now, I have no choice but to repeat my question, because the new document does not say a word as to why this failure happened. Please, Señor Garrido, can you answer my question: how is it possible to establish a new, very ambitious set of goals without first analysing the reasons for the failure of the Lisbon Strategy?"@en1
