I share the rapporteur’s opinion regarding the need to create deeper and closer ties of biregional cooperation between the European Union and Latin America. Nevertheless, I believe that the EU has to pay particular attention to one of the Latin American countries whose huge population, economic potential and position as a regional leader already demand it. I am talking, obviously, about the largest Portuguese-speaking country in the world: Brazil. Commission communication COM (2007) 281, of 30 May, explicitly recognised that ‘EU-Brazil dialogue has not been sufficiently exploited and carried out mainly through EU-Mercosur dialogue. Brazil will be the last “BRICS” to meet the EU in a Summit. The time has come to look at Brazil as a strategic partner as well as a major Latin American economic actor and regional leader.’ While the other European institutions are doing their duty, the European Parliament resists forming a relationship with this great country except through Mercosur, making it the only one out of Brazil, Russia, India and China (BRIC) in which the European Union does not maintain a separate parliamentary delegation. The correction of this anachronistic and regrettable situation is urgent."@en1
