"− I voted for this report, since it is particularly important to implement European animal welfare policy and legislation to establish common EU animal welfare standards. Good animal health and good livestock farming are important not only for animal welfare, but also for public health as a whole. Given that, under EU legislation, all animals are regarded as sentient beings, we must tighten animal welfare checks and adhere to animal protection standards. Unfortunately, the Commission has not yet prepared a concrete strategy relating to animal welfare standards and has limited itself to the report presented in October 2009. I agree with the European Parliament’s call for the Commission to prepare a new Action Plan 2011-2015 and allocate necessary funding. The European Union budget must include sufficient appropriations to enable the Commission to perform its monitoring tasks, to support producers where necessary and to counter the loss of competitiveness faced by producers as a result of adopting new and changing animal welfare standards. Member States must also ensure that any violations of EU animal welfare rules result in effective penalties. Thus, only by tightening animal protection legislation and its implementation can we ensure animal protection and avoid animal products that do not comply with the conditions laid down by the general law being offered on the internal market."@en1
