"− The European Regional Development Fund, the European Social Fund and the Cohesion Fund have proved to be effective and extremely useful instruments for territorial development and for tackling the consequences of the economic crisis which has afflicted Europe and the world for some time now. In this regard, I welcome the proposals to simplify the procedures for the decommitment of the funds and to facilitate payments to the beneficiaries of the various programmes implemented using the aforesaid funds. Furthermore, I am in favour of providing an additional pre-financing instalment for 2010 for the Member States worst hit by the crisis."@en1
