"I believe it is essential for civil servants to be accountable to the general public. Therefore, they must objectively and rigorously account for how the public funds made available to them have been used. The Court of Auditors states that it has obtained reasonable assurance that the annual accounts of the Single European Sky ATM Research (SESAR) Joint Undertaking are reliable and that the underlying transactions are legal and regular. Like the rapporteur, however, I cannot fail to point out that the final budget adopted by the Administrative Board in April 2008 proved to be highly unrealistic, as is illustrated by commitment and payment appropriations take-up rates of 1% and 17% respectively. I would also highlight the fact that there were weaknesses in transaction controls and no adequate internal controls for contracts and procurement. I consider it essential for SESAR to take appropriate action to resolve the problems identified now during the next financial year."@en1
