"I believe that it is essential for civil servants to be accountable to the general public. Therefore, they must objectively and rigorously account for how the public funds made available to them have been used. The Court of Auditors states in its report that the annual accounts of the European Monitoring Centre for Drugs and Drug Addiction for the financial year 2008 are reliable and that the underlying transactions are legal and regular. Like the rapporteur, I advocate that the Centre should explicitly set the proposed objectives in its annual work programme, to make the annual evaluation of its performance easier. It should also include human resources management procedures to make such management more effective, for example by introducing objectives of working hours for its agents into its programming and setting the average time they should devote to each project."@en1
