"Mr President, thank you very much for your careful presentation of the facts concerning previous years. However, I would like to underline very firmly that the Treaty of Lisbon has entered into force, and this increases the European Parliament’s role. In relation to this, we are entitled to expect, for reasons which are not so much formal as practical and political, that representatives of the Council, as the previous speaker has just said, should be present during this extremely important debate, a debate which is perhaps the most important one from the point of view of European taxpayers and European electors. The absence of the Council is a complete misunderstanding, and I am inclined to agree with the proposal of the previous speaker that in this situation, we should postpone the part of the debate which concerns the Council and wait until representatives of the Council get here. I stress yet again what I said earlier, that the Council did not show the will to work constructively with us as representatives of the Committee on Budgetary Control or as coordinators from the Committee, and today’s absence would appear to be another element of that lack of cooperation."@en1
