lpv:translated text	"This report amending the general regulation on the implementation of Structural and Cohesion Funds is of particular importance to the European Union’s citizens. A number of Member States, including Romania, have had a low uptake of European funds to date. A large number of citizens, companies and local authorities have criticised the complicated procedures obstructing them whenever they attempt to obtain funding for their projects. Drafting this report demonstrates the European Parliament’s desire to resolve the problems highlighted in this regard. I support the proposals aimed at simplifying the procedures for accessing European funds. Reducing the amount of unnecessary administrative procedures and red tape, along with establishing clearer rules, will help raise the absorption level of European funds. I welcome these measures, especially at the moment when Member States are being affected by the economic crisis. Five European countries, including Romania, will take part in a process for accelerating the absorption of European funds. Implementing a new procedure for making advance payments will enable more projects to be completed more quickly. Furthermore, Romania will benefit from the amendment to the rules concerning the reduction in the risk of losing funds not used quickly enough."@en1
