"I would like to begin by applauding the work of the rapporteur, Mr Kirilov. It is a very good thing that, with the aim of responding to the economic crisis, European institutions have decided to speed up the process of financing regional development projects, and also to simplify rules regulating the use of structural funds. There is also to be an extension of the time period for using EU funds approved in 2007 in order to give Member States more time to make use of them.
In Slovakia, we have a saying that help given quickly is twice as effective. The Member States most affected by the economic crisis are looking forward to the regulation which we are discussing today. The Commission presented the first draft as long ago as July last year. We will not decide until May. The whole legislative process has taken nine months up to today. Perhaps it is time to start thinking about a simpler and shorter legislative process in concrete, specified cases.
The crisis, unemployment, poverty and deepening regional divides are precisely the kind of cases where it is necessary to act more quickly and more flexibly. We will find it difficult to explain to the unemployed that it took us more than three quarters of a year to pass the legislation which is supposed to help them now, in their time of need."@en1
