"Firstly, Mr Verhofstadt, and also in response to Mr Schulz, let us be absolutely clear and honest with ourselves: if there are questions that you want to ask Mrs Merkel, you must ask them. I am not here to reply on behalf of Mrs Merkel. I am here to reply on behalf of the Commission. Let us be clear about that.
Let us also be clear from the point of view of the Commission. The solution that has been found scrupulously respects what is known as the no bail out clause. Naturally, we have been very cautious on that point. As far as the measures that we are going to take are concerned, the communication and the proposals on which we are going to work will be presented next month. I want to talk about the communication regarding strengthened governance of the euro area. A policy debate has already taken place and Mr Rehn has received a mandate from the Commission with a view to an initial discussion with the finance ministers. I can therefore tell you that, some time in May, you will know the thrust of the measures we shall be presenting for the future to help strengthen governance in the euro area, and in the European Union generally."@en1
