"Roma communities have existed throughout Europe for many centuries and, until very recently, they were subjected to persecution by many of the Member States. Their traditional nomadic lifestyle, the activities in which they worked, and the high rate of endogamy and exclusion to which they were committed have all contributed to the labelling of these communities as undesirable, dangerous and antisocial. Even today, these prejudices persist, as do the consequences that have historically been inherent to them: even today, the Roma are one of the communities with the lowest levels of schooling and the highest rates of criminality. It will fall to sociologists and historians to assess the causes and consequences of the issues surrounding the Roma. It is demanded of politicians that they be capable of doing something for the communities that they serve. That is why it is particularly important to put forward ways to combat the exclusion of the Roma and to promote their genuine integration in the societies in which they live, and to take concrete measures to that end which are based on serious and detailed studies of the issue."@en1
