lpv:translated text	"Mr President, ladies and gentlemen, the 2011 budget guidelines are the first step towards the next European budget, a very definite step. In the Committee on Budgets, we have made a great effort to establish the main identifiable priorities that highlight European action. The first priority is young people, not only because they are the resource on which to focus for innovation, research and development, but also because they are the basic starting point for farsighted social policies. However, the 2020 strategy is also a main priority: tackling unemployment, climate change and, above all, the need to genuinely and practically implement this new strategy for the future, allocating sufficient resources to it, without compromises and without cuts. However, these guidelines are also a very realistic first step. There is much less leeway in the financial perspective and this means that there are insufficient resources to carry out what is most important: new actions. This is particularly sensitive with regard to the first heading, the heading on competitiveness, growth and employment. There is, however, another important issue: the budget also needs to be highly flexible and to be able to respond quickly to citizens’ needs, to people’s needs and to changing needs. So there are priorities, but there are also essential conditions in order for the budget to really be a useful instrument to help Europe grow. These include sufficient resources, clear-cut implementation of future strategies, above all, the 2020 strategy, and lastly a definitive solution for a flexible instrument that – alone – can enable us to face future challenges."@en1
