"Madam President, I listened to the debate and it was very interesting. I have read everything I could about this subject.
I just want to make two points. Number one: the question has been asked, where is the funding going to come from? Number two: how is the research and development to be coordinated?
It seems to me there is an opportunity here for the three institutions of the European Union – experts from Parliament, from the Council, from the Commission – to come together as a steering group. Number one: to source the funding that is required in the public/private partnerships, with possible targets for each country; and number two: to oversee and coordinate research. It should be R&D&D – research, demonstration and delivery – and with some of the funding certainly dependent on a successful outcome, otherwise every professor around Europe will be trying to do research, and it will be uncoordinated at the end of the day."@en1
