"Research and technology play a fundamental role in the development of a low-carbon society. It is crucial to invest in radical social change based on the sustainability of cities, decentralised energy production and the competitiveness of industry. This is an essential policy for a prosperous and sustainable society that is prepared for the challenges of climate change, energy security and globalisation, and that is a world leader in the sphere of clean technologies. The Strategic Energy Technology Plan aims to contribute to precisely this goal. I welcome the essential guidelines presented in the communication on how to organise the logic of intervention between the public and private sectors, between Community, national and regional financing. It is, however, essential to increase public funding for scientific research into the field of clean technologies. Europe also needs to create conditions that foster greater private investment in this field. We urgently need to move from words to deeds. The priorities of the future Financial Perspectives of the EU and the Eight Framework Programme for Research and Technological Development will have to be energy security, the fight against climate change, and the environment. This is the only way we will be able to maintain the competitiveness of our industry, promote economic growth and create jobs."@en1
