"Counterfeiting constitutes one of the principal scourges of the global economy and efforts to combat it notwithstanding, it is evident that there is a manifest incapacity for individual states to bring this fight to a successful conclusion. The risks to the health and safety of consumers which the purchase of certain products can involve are today clear. From a commercial and industrial point of view, this parallel industry, which illegally feeds off the creativity and fame of others, weakens the value of brands and renders their special role less effective. In this way, although it is important to establish an open, free and just market, this can only succeed if counterfeiting is generally rejected and fought against by the main producers. The Anti-Counterfeiting Trade Agreement may be a path which it is worthwhile to tread, but it must be understood and debated in a transparent way beforehand, as opposed to what has happened up until now."@en1
