lpv:translated text	"Ladies and gentlemen, I must say that I suspect the annual report on the Common Foreign and Security Policy for 2008 will not arouse such emotion as will our debate on the subject next year. For I hope that in a year’s time, we will know what the European External Action Service looks like, and this new service is, in turn, going to have a huge influence on the development of European foreign policy. The European Union has ambitions of being a global player. This is good, but those ambitions are not going to be easy to achieve. We have some hard work ahead of us. The European institutions must come to an understanding on the EEAS. This will not be easy, but without it we will not be able to improve foreign policy. We should go back to the fundamental values of the European Union, and use them as a basis on which to build our foreign policy. We must always remember about solidarity, equality, uniform standards and human and civil rights. We must remember to maintain internal balance, and that we should defend those interests of all EU Member States which are not mutually exclusive. A key matter is, definitely, the need to improve coordination between Community institutions and Member States. Particular national interests should not conflict with our coherence or our community. Paradoxically, even those countries which want to be seen as a driving force for European integration sometimes act against the collective interests of the Union. Let us change this."@en1
