"Mr President, as you know, on 11 February, Parliament said no to the Terrorist Finance Tracking Programme, the SWIFT programme. Consequently, the agreement has been suspended, and no data is being transferred. The Commission does, however, have a new mandate to negotiate. The question that I would like to put to the Presidency of the European Parliament – not to you, but to the actual Presidency – is whether we have an interlocutor, whether the United States is negotiating with the European Union following the collapse, or whether it is negotiating case by case on a bilateral basis with certain Member States. In any case, Mr President, if these negotiations do take place, I demand that the European Parliament plays a role in the negotiations, a demand that I think all of us share."@en1
