"The Council Directive aims to fundamentally revise the functioning of mutual assistance for the recovery of claims relating to taxes, duties and other measures. National provisions relating to recovery only apply within the territory of each Member State. The administrative authorities are unable to recover taxes and duties themselves outside their own Member State. At the same time, the mobility of people and capital is increasing, and fraudsters take advantage of the territorial limitation of the competences of the national authorities to organise their insolvency in countries in which they have tax debts. The first provisions concerning mutual assistance for recovery were established in Directive 76/308/EEC (consolidated in Directive 2008/55/EC) on mutual assistance for the recovery of claims relating to certain levies, duties, taxes and other measures. However, this instrument proved to be inadequate in terms of responding to changes in the internal market over the last 30 years. It is therefore necessary to repeal the current directive and make provision for an improved system of assistance for recovery within the internal market that will guarantee fast, effective and uniform procedures throughout the European Union. That is why I voted in favour of this resolution."@en1
