lpv:translated text	"I have abstained in the vote on Resolutionconcerning Turkey’s progress report 2009 because I believe that Turkey is playing a very negative role in negotiations between the President of the Republic of Cyprus and the representative of the Turkish-Cypriot community. Turkey is not complying with United Nations resolutions and it is violating international law: it is keeping 40 000 soldiers in the northern part of Cyprus, the city of Famagusta continues to be sealed off and occupied by troops, and Turkey is still sending settlers to the north of the island. In my view, the European Union should monitor negotiations and send an unequivocal message to Turkey: if it maintains its current position, it will never be able to join the EU, since it continues to occupy the territory of Cyprus, a Member State of the European Union. Therefore, the full withdrawal of Turkish troops from the Republic of Cyprus and the return of the city of Famagusta are conditions of Turkey's accession to the European Union."@en1
