The countries with the greatest responsibility in this matter did not reach a consensus on reductions in greenhouse gas emissions. There needs to be more transparency and a greater input from civil society at the 16th Conference of the Parties (COP 16) in Mexico. The EU must be capable of taking a leading role in the fight against climate change.
