"Both Europe and the rest of the world invested much hope in the Copenhagen conference. The EU was ready to become the leader of this meeting and return with a legally binding treaty, but the meeting ended with very little clarity on how the fight against climate change should develop further. The Copenhagen agreement, which provides neither ambitious objectives nor commitments, is an unsatisfactory result. The EU’s ambitious 20-20-20 may simply remain a distant dream if this matter is not resolved at global level. The EU, with its External Action Service, must begin to lead the strategy on diplomacy in the area of climate change as soon as possible and ensure that, above all, Europe speaks with one voice in talks with other countries and maintains the principled position, so that there can be a compulsory international climate change agreement as quickly as possible."@en1
