"It is with great conviction that I voted in favour of Mr Casa’s report. As first vice-chair of the Committee on Budgetary Control, and as rapporteur of a report adopted in September 2008 on VAT fraud, I have repeatedly argued the case for effective combating of VAT fraud, as this constitutes a major issue in terms of the income of the Member States and the proper functioning of the internal market. A common and particularly serious form of this fraud is known as carousel VAT fraud. The total amount of uncollected income is estimated at between EUR 20 and 100 billion per annum. That is a huge sum, and one that could certainly be put to good use in times of economic crisis. Criminals active in this area are particularly inventive. It has recently come to light that they are also pursuing their criminal activities within the emissions trading scheme (ETS). The transfers of emission rights between taxable parties within the ETS, which takes place entirely electronically, are regarded as services and are taxable in the country in which the recipient is established. Traders purchase carbon credits from VAT-free sources in other Member States and then sell them on to companies in their own Member State at a price including VAT. Missing traders then fail to remit the VAT to the national exchequer. It is crucial that we tackle this kind of crime."@en1
