"I was among the first supporters of the idea behind the European Commission’s proposal. We in the Committee on Economic and Monetary Affairs have analysed and somewhat improved the Commission’s document. I agree with the rapporteur, in particular, on the clarifications regarding the optional application of the reverse charge mechanism and reporting obligations. In fact, Member States should have the option either to require transaction-by-transaction reporting or global transaction reporting. The proposal under examination reinforces the safety of the ETS allowances vis-à-vis fraudsters whilst, at the same time, reducing the administrative burden on honest businesses. Lastly, I believe that Parliament should be fully informed of the outcome of this temporary implementation of the reverse charge mechanism."@en1
