"Any country that is making efforts towards joining the European Union must not only formally complete but also internally identify with minimum requirements in the area of democracy and respect for human rights. According to the Progress Report for 2009, Turkey still has a long way to go. It may have committed itself to reforms, good neighbourly relations and gradual progress towards the standards and values of the EU, but this is the fourth year that it has failed to implement provisions arising from the association agreement between the European Union and Turkey. In my view, it is it unacceptable to consider membership for a country in which women’s rights and freedom of religion, thought and expression are violated, where torture, discrimination and corruption are tolerated and where the army continues to interfere in political life and foreign policy. The reforms should also include reform of the electoral system through a reduction in the ten percent threshold, in order to secure a better pluralistic democracy."@en1
