"Mr President, Commissioner, Mr President-in-Office of the Council, at the moment, the European Union should be closely following the negotiations that are taking place at the highest level with the leaders of the two main communities in Cyprus. Turkey is playing a very negative role in those negotiations. It is not backing a sensible solution and the European Union therefore has to send out a clear, unequivocal message: Turkey cannot keep the 40 000 soldiers who are occupying the northern part of Cyprus in contravention of international law. It cannot continue to occupy the city of Famagusta in breach of the United Nations Security Council Resolution. It cannot continue sending to the northern part of the island settlers who are stifling the Turkish Cypriot community. That is the path Turkey is taking at the moment. The European Union, the Commission, the Council and Parliament need to send out an unambiguous message to Turkey: if Turkey maintains its position, it will never be able to join the European Union. That is the message that should be conveyed at this critical point in negotiations over the reunification of Cyprus, which is a Member State of the European Union."@en1
