lpv:translated text	"Mr President, in the context of today’s discussion, I would like to draw attention to the controversial proposal to amend Article 47 of the Commission Regulation of 2006. This article states that areas selected for housing operations shall comply with at least three of the criteria listed in the article. However, the new regulation proposes qualification on the basis of only one of the criteria, which means that, in practice, areas which are not entitled will be able to apply for funds by adjusting their situation to the legal requirements. I would like to point out, for example, that the criterion of ‘a low level of economic activity’ is very easy to achieve in new housing estates built in rural areas. Then, instead of going to the most needy, help with housing will go to developers and affluent residents of new estates."@en1
