"Mr President, ladies and gentlemen, trade policy is going to be a major factor in the Union’s external policy. Unfortunately, this trade policy is today the symbol of the disappearance of Community interest, since it is nothing other than the addition of national interests. At a time when we want Europe to defend its values – solidarity, social justice – when we want Europe to be able to integrate into its trade agreements social rights, environmental rights, the protection of human rights and the protection of trade union rights, we realise that the Commission’s only proposal to us is to conclude agreements in which it is felt that there is no alternative to the market and trade and that they are an end in themselves. This, as far as my political family is concerned, is unacceptable. At a time when we want this trade policy to be able to integrate industrial policy and the effects that it may have on employment policies, we realise that the Commission has given no guarantees on these points in the comments made this morning by the President of the Commission. Unfortunately, however, this does not surprise me. Nothing has been said about the horizontal social clause, about the protection of public services, about the way to see Europe change policy again or have a totally different policy. To conclude my remarks on these issues, Mr Barroso, I believe that trust is built within a two-way relationship. With your comments this morning, you have not offered us what we need to put our trust in you. Please note that, since you have not provided these guarantees, I cannot guarantee that we will put our trust in you."@en1
