"Mr President, ladies and gentlemen, I would like to point out that the outdated Barcelona objectives referred to in this report conflict with the recommendations of experts. It has been proven by experts that the youngest children, those who are up to two years old, should not be placed in institutions and it is therefore impossible to impose such a target on Member States. For the healthy mental development of infants and toddlers, it is fundamentally important for them to be looked after all day long by their mother or father. This report, moreover, interferes with the rights of Member States, since it wishes to change their pro-family policies. Our job, of course, is to struggle for effective European measures to combat people trafficking and violence against women and children. I believe, and I would like to point out, that this report does not respect the right to life of the unborn child. I consider this report to be lacking in balance. I would like to conclude by thanking Commissioner Špidla and wishing him every success."@en1
