lpv:translated text	"Once again, the Spanish Presidency of the EU has come at a crucial time. Eight years ago, in the first half of 2002, Spain had to face up to the challenge of introducing the euro as a common currency. Now, the Spanish Presidency stands before an equally momentous task – implementation of the provisions of the Treaty of Lisbon. The division of competences between the Member State Presidency and the President of the European Council will be of great significance. Giving priority to foreign policy which strengthens the Union’s position in the world arena is worthy of support. However, will the newly appointed High Representative for Foreign Affairs and Security Policy do this? These fears result from Mrs Ashton’s statements and her past, but also from her first actions since taking office. I do not suppose we need to convince anyone that the fight against the crisis and its negative economic and social consequences is still necessary. Such action is especially in the interest of Spain, which has been hit by the recession exceptionally hard. How can we return to maintaining the criteria of the Stability and Growth Pact by both large and small Member States? How should the fight against the crisis in Europe and the world be coordinated? An additional challenge resulting from the provisions of the Treaty of Lisbon is the necessity to arrange cooperation within the Trio Presidency. Spain is going to have to coordinate its work with Belgium and Hungary. It is especially important to ensure a smooth transition between individual presidencies so that continuity of work is maintained. I wish the Spanish Presidency success."@en1
