"Madam President, Turkey must be treated fairly. This means that the European Union must also take an honest look in the mirror. The Copenhagen criteria, with which everyone is familiar, are the important things here. These must be met. The accession process is an open-ended process, which was also stated when we opened accession negotiations. This means that the criteria are key; they will determine whether Turkey can proceed to accession. Democracy is vital, of course. This means that the EU must also make every effort to support democratisation in Turkey. It is very strange, then, to note that the pre-accession programme, the programme for pre-accession aid, is being poorly implemented. The Court of Auditors of the European Union has stated very clearly that too many priorities have been laid down, which means no priorities, and has pointed in particular to the aid for democratisation. I should like to hear the Commission’s opinion on the Court of Auditors’ criticism, and what it will do to ensure that pre-accession aid is properly organised."@en1
