"The European Union must remain involved in the international negotiations for adopting a post-Kyoto agreement. It is clear that, in order to sign a new global post-Kyoto agreement, the EU’s negotiating strategy needs to be evaluated and prepared thoroughly with a view to continuing the negotiations in 2010. Although it cannot be considered a success and is far from what the European Union wanted, the Copenhagen conclusions mark a further step towards signing a legally binding, global post-Kyoto agreement. The EU’s efforts in the immediate future must focus on diplomatic efforts aimed at obtaining commitments from all the relevant global partners, especially the US, China and India, so that the global objective of restricting the rise in temperature to two degrees Celsius, compared to the pre-industrial level, can be achieved. We must be aware that the EU’s commitment to raise the level of emission reductions by 30% by 2020 is conditional on comparable or proportional commitments being assumed by third countries."@en1
