"Mr President, despite its urgency, what we saw in Copenhagen was several steps backwards. Copenhagen did indeed mobilise more heads of state than Kyoto, but it also created more divisions and, as a result, it turned into a scenario of ‘every man for himself’, where every state can set out their goals and, moreover, do so on a voluntary basis. We should note that we have a target reduction of 2 degree Celsius and goals for funding without any explanation whatsoever. These cannot be seen as a consolation. However, I believe that we have to act with an eye to the future, and this means moving from words to actions. The European Union always wants to be a leader, and always has. However, when we arrived in Copenhagen, it faltered, failing to define or defend the goals that it had stated here, and which it said that it would never give up. My question here, then, is whether in the future we will not act more fairly, whether we will continue to allow a situation where the poorest people go on paying the heaviest price due to our weakness and the decisions of some people over others."@en1
