"Mr President, paragraph 31 alone, which calls on the Commission to include the principle of circular migration and its facilitation by granting circular visas, was sufficient reason to vote against the Joly report. ‘Circular migration’ is a mirage. It is something that exists in official EU documents and the like but not – with a few exceptions – in the real world. What circular migration boils down to is that an immigrant is granted a limited residence permit but remains in Europe after its expiry date and goes underground. This is the reality of so-called circular migration. Circular migration is a driving force for illegal immigration; the Commission knows it and Parliament knows it too. Nevertheless, this term is used time and time again to make people believe that many immigrants return to their countries of origin further down the line. We would do well, therefore, to stop covering up reality as soon as possible."@en1
