"As I said, the ultimate responsibility to create jobs of course lies with the Member States. But there is a lot to do and – as I referred to in my introductory remarks to Mrs Harkin – the Council has made a lot of recommendations regarding how you could work in increasing the flexibility, work with the different support systems and activate people in order to avoid the exclusion mechanism. It is very important that we continue with these meetings at a high level with the social partners and the Member States in order to exchange best practices. They do vary between the countries, but we need to give each other examples and to monitor the best ways that could be used thereafter. So it is a combination of the Council giving recommendations and the Member States needing to take their share of responsibility and adjust a little, depending on the circumstances in the countries. Referring to your question, sir, I am not really sure that I understood it. Maybe there was a translation problem. I did not refer to any micro-authority. I referred to the Globalisation Fund which we have now, with the help of the European Parliament, made more flexible in order to obtain support for Member States and for companies who run into difficulties to help with people who are unemployed or who are dismissed."@en1
