"Mr President, Belarus, a Central European country, is the historical cradle of the Grand Duchy of Lithuania. The Duchy defended the values of Western civilisation in its north-eastern periphery. Therefore, it is good that the Council’s conclusions of 17 November this year provide for new opportunities for dialogue, as well as greater cooperation between the European Union and Belarus.
However, we must move from words and gestures to something concrete. Let us begin with people-to-people relations. These must be strengthened by including Belarus in processes at European and regional levels. I call on the Commission to speedily prepare recommendations on directives for the simplification of visa regimes, and on the complete abolition of the visa regime within the 50km border zone. People in the centre of Europe must have rights and opportunities to move freely to both sides."@en1
