"The Council says that the situation in Afghanistan and Pakistan has a direct impact on Europe. That, in fact, is the principal message that we have to be able to put across honestly and courageously to Europe’s citizens. In that respect, I welcome the EU’s new action plan for Afghanistan and Pakistan, which includes investing in a huge programme of capacity building at all levels in the Afghan administration. Effectively implementing this action plan, as a means of unifying European efforts in Afghanistan, is the only way to contribute to the state building that is necessary to put an end to the war and to underdevelopment. Europe cannot abandon the Afghans, and it is not there because the Americans have so decided. The international military and civilian presence will continue to be needed there for many years to come. To conclude, I strongly condemn the French Government’s decision to forcibly repatriate Afghans who have fled the war in their country."@en1
